syslog-ng install error

On the last step of the webinstaller, I recieve a message indicating that :
Your configuration file or directory is not writable, or there was a problem creating the configuration file. You'll have to upload the following code by hand. Click in the textarea to highlight all of the code.

And when I click on the "install cemdb" button I received a "URI resource request too large" message.

Ive tried searching google but have come up empty.

Questions:
1. what is causing the error? I am on a kbuntu system and i know access rights is typically an issue but I followed ubuntu instructions for the install.

2. What config file needs to be updated manaually? I will be happy to do this manuall if i knew what file i needed to paste the code in.

I just cannot find any reference to anyone else having that problem, and I can't reproduce it.
