Rotate logs many times a minute

Right now the syslog is configured to write to a new log file every minute.

We want to write to a new log file every 1/10th of a minute.  Thought that frac_digits would work, but we must be doing something wrong because the file names haven't changed.  Having a hard time finding documentation that properly explains how to use ts_format, template, etc.

Suggestions?
